Plan International Poland is inviting interested parties to submit a Proposal as part of a competitive process for the provision of Final evaluation of Plan International’s Ukraine Humanitarian Response Program dived in 3 lots: Lot 1 for Poland, Lot 2 for Moldova, Lot 3 for Romania. Suppliers can submit their offers for only one lot, two or all three. Successful Bidder(s) will be expected to enter into a Short-term Agreement on a non-exclusive basis with our organization, for a period of three months i.e. until 30th of August 2025.  
Suppliers will be expected to provide the highest quality of Final evaluation of Plan International’s Ukraine Humanitarian Response Program.

2.   Submission of offers

The list with the expected services and required skills requested can be find in the TOR.

Bidders can submit the offer for the services with the required technical specification.

All offers should be in English language.

Offers should be in local currency (PLN) including VAT and sent via email to [email protected]

Offers must be received before the deadline specified in the “Request for Quotations” –   

10th of June 2025.

It is expected that prices will be fixed for the duration of the contract and quotes valid for a maximum period of 90 calendar days following the Closing Date of this RFQ. If for any reason you are unable to guarantee fixed pricing for the duration of the contract, any projected price increases should be clearly stated in your offer.

3.  Evaluation of offers

Plan International Poland, at its sole discretion, will select the successful RFQ. Plan international Poland shall be free to:

·       Accept the whole, or part only, of any submitted offers,

·       Accept none of the proposals,

·       Republish this Request for Quotations.

Plan International Poland reserves the right to keep confidential the circumstances that have been considered for the selection of the offers.

Part of the evaluation process may include a presentation from the supplier and a site visit by Plan International Poland staff, to offices.

Women-owned businesses and companies actively engaged or advancing gender equality and women empowerment in the workplace are especially encouraged to apply.

Value for money is very important to Plan International Poland, as every additional PLN saved is money that we can use on our humanitarian and development work throughout the world.

Plan International Poland may award multiple contracts and all contracts will be non-exclusive.

4.   Contract Payment terms

Please note that, if successful, Plan International Poland’s standard terms of payment are maximum 30 days after the end of the month of receipt of invoice, or after acceptance of the Services, if later. Annex 2 has to be filled in for identifying the bank account for the payment.

5.   Plan International’s Ethical & Environmental Statement

The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation.

6.   Clarifications

The onus is on the invited companies to ensure that its offer is complete and meets Plan International Poland’s requirements. Failure to comply may lead to the offer being rejected. Please therefore ensure that you read this document carefully and answer fully all questions asked.
